Monitoring and evaluation are the cornerstones of good program design, ensuring that programs are approached from a place of learning, with the potential to build towards stronger outcomes. By collecting and analysing wide ranging data, monitoring and evaluation provides transparency and accountability, helps to ensure that resources are used efficiently, and enables a structured process to track progress against intended outcomes and inform evidence-based decisions.

Monitoring and evaluation are essential for learning what works, what doesn't, and why – enabling the design and continuous improvement of policies and programs to maximise their impact on individuals, communities, and societies.

What we offer

ISSR is one of Australia’s foremost providers of monitoring and evaluation services for complex public policy and program initiatives. Working across qualitative, quantitative, and mixed methods approaches, we couple contemporary monitoring and evaluation design with strong academic rigour to meet the unique needs of our partners.

  • Complex policy and program evaluations: We excel in evaluation by delivering adaptive and responsive approaches that combine rigorous and diverse evaluation methods with a nuanced understanding of the implementation environment and the information needs of our partners.
  • Program logic and theory of change workshops: We facilitate workshops to help you articulate and illustrate what your initiative does and what it aims to achieve through co-developed program logics and theories of change.

  • Design of evaluation plans and frameworks: We work with you to design comprehensive and implementable evaluation plans and frameworks, centred around a program logic and theory of change, to identify key evaluation questions, and the process, outcome, and impact data requirements for these questions to be answered.

  • Rigorous measurement: We apply expertise in quantitative, qualitative, and mixed methods to provide a broad and rich evaluation of your initiative, understand its implementation, and evidence the outcomes it achieves.

  • Capability building: We provide tailored and interactive face-to-face or online training to develop your skills and confidence to plan, conduct, and commission social, health, or human service program evaluations.

  • Effective visualisation and translation: We create visually engaging and interactive outputs to enhance the reach, understanding, and utility of evaluation insights.
