Module B4 – Doing Social Cost-Benefits Analysis   (2 days 9:00 am - 5:00 pm)

Purpose

The purpose of this module is to equip the participant with a basic understanding and working knowledge of the necessary skills to apply CBA to the appraisal and evaluation of projects with mainly social costs and benefits. The first part of the module (Day 1) will familiarise the participant with a basic understanding of CBA, sufficient to appreciate its potential uses and limitations. It will also introduce Social Return on Investment (SROI) analysis as a particular form of CBA adapted specifically for projects with mainly social, non-monetary costs and benefits. The second part of the module (Day 2) will examine some of the principles and methods underlying CBA and non-market valuation in more depth, and equip the participant with basic practical skills for performing CBAs through hands-on exercises. This module will also include a case study of an application of CBA/SROI analysis to a real-world social sector project, and an overview of Social Impact Analysis (SIA) processes prescribed by Queensland State Government. 

Learning objectives

On completion of the module, participants will have an understanding of:

  1. The topics included in MFSAS Module A4 – Understanding Social Cost-Benefit Analysis, including understanding CBA principles, processes and methods, and describing their appropriate use and limitations in the decision-making process (refer to the A4 module outline for more detailed information)
  2. Apply a basic working knowledge of the basic processes and methods involved in undertaking a CBA
  3. Demonstrate a basic proficiency in the use of spreadsheet-based CBAs
  4. Apply sensitivity analysis and threshold analysis techniques to allow for uncertainty in CBA
